Bingo revenues drop for many Franklin County area fire companies

B-5? Got it. I-19? Yep. G-54? Uh-huh. Bingo? Not so much.

That gleeful shout doesn't yield as much excitement for area fire companies, some of which are seeing diminished attendance as the recession hits its patrons.

As a rough economy slims many families' disposable incomes, fewer people are heading out to the charity bingo games and small games of chance.

Many fire companies throughout Franklin County rely on those games as a major revenue source to fill out a significant percentage of the budget.

"Yes, it is declining, especially bingo," Jim Hull, president of Franklin Fire Company, said of his fundraisers. "This year has been a struggle."

He has seen a major decrease in attendance at charity bingo games this year. About 100 fewer people attend each month, spread over 10 bingos per month. That amounts to an overall reduction in revenue of about 10 percent.

Some months this year, the fire company has actually lost money on bingo. Other months it breaks even.

Its small games of chance have continued to deliver a profit, but it is smaller than before.

Fundraisers help cover the company's equipment, apparatus and squad costs.

Hull has used bingo revenue in the past to pay off the company's mortgage. It made its last mortgage payment in January, paying a 30-year loan off in 10 years.

However, the next financial project, the purchase of a $1 million ladder truck, could get slowed down if bingo revenue stays low.

"It is definitely the economy," he said. "We have not changed our program. We're hoping that things will turn around."

Hull said he can see the effect of the economy on the people who continue to attend bingo, as well. Some of them seem to be relying on bingo as a way to boost their paychecks.

"They don't earn as much, so they want to win it back," he said.

Franklin Fire Company conducts its bingos every Wednesday and Saturday, and on the first and third Sundays of each month.

West End Fire and Rescue Chief Randy O'Donnell has also seen bingo revenue trail off, while the Shippensburg company's fund drive has yielded about $8,000 less than last year.

Bingo returns make up about 30 percent of West End's budget.

Attendance used to average between 140 and 150, but dropped to about 90 people several months ago, he said. That number has crept back up over the summer to about 110 or 120, still significantly lower than pre-recession attendance.

O'Donnell puts partial blame on the economy, but noted the increase in bingos across the county as a probable reason for diminished returns. Fire companies are competing with each other for bingo players.

"There are so many bingos in the area," he said. "The area's just saturated with them."

As revenue drops, equipment and maintenance costs are "killing us." The chief sees it as further proof that local governments have to pick up the slack.

The three Shippensburg fire companies -- West End, Vigilant Hose and Cumberland Valley Hose -- are starting to function as a single emergency services operation, supported by the surrounding townships, Shippensburg University and Shippensburg Borough.

O'Donnell praised them for their contributions and said other municipalities need to do the same for their own emergency responders. The county should step in as well, he said.

Not every fire department that runs bingo games is suffering.

With six bingos per month, Marion Volunteer Fire Company is maintaining its normal revenue amounts, but saw a drop last year.

"We're holding our own," President Dennis Carr said. "That is a large portion of our budget."

The company relies on other fundraisers as well, conducting a golf tournament, a seafood dinner and money drawings, but bingo covers about 80 percent of the budget, according to Jim Buhrman, bingo chairperson.

Bingo provides salaries for the company's two full-time firefighters and its four part-time firefighters, as well as contributing to an engine purchase last year.

At Mont Alto Fire Company, bingo attendance has actually picked up.

According to Bingo Chair Ed Nunemaker, creative crowd-drawing measures have boosted attendance from an average of around 100 to a current attendance between 130 and 150.

"We like to give back to the people who support us," Nunemaker said, thanking his regular team of bingo helpers. They give discounts, giveaways and special payouts that other fire companies do not offer.

Despite the increase in attendance at Mont Alto's bingos, avid players say they see the effect of the economy at other companies' tables.

Linda Carbaugh of South Mountain is a regular player at Mont Alto and other fire companies' bingos, attending about three per week at venues around the county. She has seen attendance dwindle elsewhere.

"People just don't have the money," Carbaugh said. "People prioritize where they put their money. A majority (of bingos) have less (of a crowd) than before."

"There are fewer people other places," said Dolores Falcone, Greenvillage, who has been attending Mont Alto bingo for 20 years.

She doesn't think the economy is stopping people from attending -- more likely it is anti-smoking rules. She keeps coming to Mont Alto for reasonable prices and higher payouts, as well as a friendly atmosphere.

First Electronic Bingo Permit Issued in Birmingham

The Birmingham City Council has been putting off granting class II, or electronic bingo permits to applicants...that is, until now. In an exclusive interview, the attorney who helped get the first permit says it didn't come without a battle in court.

The first and only class II bingo permit was issued in the city of Birmingham on Tuesday.

The permit, allowing electronic bingo, belongs to House of Joshua Christian Center - a charity that's setting up bingo at the old Greater Birmingham Dodge Chrysler Jeep in Roebuck.

In an exclusive interview with CBS 42 on Tuesday night, Kim Davidson, attorney for House of Joshua says they are excited about finally getting the permit.

"My clients are absolutely thrilled. They are looking forward to partnering with the city and having bingo."

After they were delayed from getting a permit by the Council twice, Davidson says they decided to take legal action, filing a motion against the city and cited the time and expenses her client had already incurred.

"Mortgage, deed, or lease...they had to pay a $2,500 application fee which the city took and cashed...articles of incorporation. It was a pretty hefty package they had to give them."

City Councilman Steven Hoyt says he has his reasons why he thinks the Council should take its time in issuing bingo permits.

"I think one was proposed to come to Ensley, and that was a concern of mine because in 500 feet there's a school," says Hoyt.

Councilman Joel Montgomery, who has supported the city's bingo ordinance all along, disagrees.

"What I'm telling you is they should have gotten these permits to begin with and not been delayed," says Montgomery.

House of Joshua claimed a victory Monday afternoon in an order by Judge William Noble who says city "is enjoined from further delaying issuance of the plaintiff's class II permit as provided by ordinance number 09-78."

As a result, the bingo permit was issued to House of Joshua late Tuesday afternoon.

"My clients were anxiously awaiting on the permits, and they will finish renovations of the building and get machines in here in the next couple of weeks."

Davidson says House of Joshua Christian Center is a faith based program from Mobile which is planning on expanding its faith based programs in Birmingham.

Survey puts stamp of acceptance on bingo

Country Crossing developer Ronnie Gilley has stood firm in his belief that the people of Alabama are in favor of electronic bingo. At the very least, he believed people would favor a statewide vote on the issue.

So, five months ago, he commissioned Southeast Research, Inc. of Montgomery to prove him right – or wrong. His intent, all along, he said, was to take that data to area legislators as the indisputable voice of the people.

The survey was conducted on March 24 with 200 registered voters all located in Alabama Senate District 31 which is represented by Sen. Jimmy Holley. The district includes all of Coffee and Covington counties, the southern portion of Dale and about half of the City of Dothan in northern Houston County.

Respondents to the survey, which has a 7 percent plus or minus margin of error, overwhelmingly said they support the Country Crossing development, favor a vote on whether or not the development should have the right to offer bingo, and believe the state should limit, regulate and tax electronic bingo in Alabama.

The survey consisted of 10 concise questions. Among them:

—Do you believe the Country Crossing project is important or not important for your area?

Results: 69.5 percent important; 21 percent not important; 9.5 percent unsure.

—Currently electronic bingo is operation in many locations in Alabama. Would you support or oppose the people having the right to vote on whether or not the Country Crossing development should have the right to offer electronic bingo like other destination points in Alabama?

Results: 76.5 percent support; 16 percent oppose; 7.5 percent unsure.

—Do you think Alabama should limit, regulate and tax electronic bingo operating in Alabama to help support programs and services important to Alabamians?

Results: 79 percent yes; 12 percent no; 9 percent not sure.

Though he has quoted statistics from the survey publicly, Gilley never intended to release the survey or use it for anything other than to convince lawmakers to let the people vote. He distributed it to area lawmakers in the early spring during the regular legislative session, which ended in mid-May.

One week ago, Gilley released the survey exclusively to the Dothan Eagle, saying he was attempting to avoid political discussions about the project, but added that the people will indeed be given the opportunity to vote – on their lawmakers.

“It’s election time and our politicians need to understand, it is time to take heed and listen to the people who put them in office. They need to quit listening to special interest and politicians,” Gilley said.

Gilley said everyone was receptive to the data, as collected and presented by Dr. Jerry Ingram’s firm. Everyone, he said, except for Sen. Holley.

“He refused to acknowledge it,” Gilley said. “Everybody else was receptive to listening to their constituents. He flat out declared he would vote no on a bill, which would give the people the opportunity to vote. And he told me, point blank, that he is 100 percent opposed to it, regardless of what any poll says.”

Gilley said Holley refused to accept the poll directly from him, so Gilley had a contributor to Holley’s campaign deliver the document. A telephone message left at Holley’s home Sunday night was not returned by press time.

As it turns out, the Sweet Home Alabama bill, which would allow a statewide referendum to limit, tax and regulate electronic bingo in seven counties, died in the early legislative session, but it is expected to resurface in early 2010.

“Statewide polls show people support it. Look at our rising unemployment rates. This state is feeling the rippling effect in the downturn of the auto industry ... which helped empty our coffers to pay those automakers to come over here. How can you deny our project, where we are not asking for a dime.”

Survey results were broken down by gender, party affiliation, race, county, and whether respondents were regular church-goers.

Country Crossing is slated to open December 1. On that day, Houston County will receive an estimated prorated $146,666 payment for bingo stamps to operate 1,700 machines. On January 1, 2010, the county will receive the full year’s payment of $1.7 million –- that’s $1,000 per machine.

Bingo party helps shelter

JOHNSBURG – Pets In Need will benefit from a bingo gathering Sept. 21 at the Moose Lodge in Johnsburg.
